increased sharply compared to the same period last year. Social security and
health care activities for people with meritorious services, and the poor affected
by the pandemic were guaranteed. The achieved results reflected the great
efforts of Binh Dinh to overcome all difficulties, perform successfully the tasks
and solutions for socio-economic development, and fulfill indicators and tasks
set in 2021.
In the coming time, Binh Dinh should focus on drastically implementing
the prevention and control of the Covid-19 pandemic, while recovering and
developing the economy, with the goal of “opening but ensuring safety”,
continuing to boost attraction as well as promoting the efficiency of investment
in transport infrastructure, industrial zones and clusters in the province,
transforming the growth model, and restructuring the economy towards
focusing on technological innovation, expansion of value added, promotion of
commercial and service activities in value chains; the agricultural sector and
rural areas should focus on high-value products, large-scale production (large-
scale fields, farm-scale husbandry, offshore fishing, industrial agriculture).
These important factors contributed to a rapid and sustainable transformation
of the production structure, increasing the size of the economy, improving
labor productivity, and raising people’s living standards in a modern manner.
2. State budget revenue and expenditure
In terms of state budget, the implementation of measures to increase
revenues, prevent loss of revenues or revenue collection deluge, reduce tax
arrears, and strive to exceed the estimates assigned by the Provincial People’s
Council was stepped up. The state budget expenditures were guaranteed in
conformity with standards, norms and estimates assigned at the beginning of
the year, at the same time, the review and cut in totally unnecessary
expenditures in order to focus resources on the prevention and control of the
Covid-19 pandemic were implemented. The use of electronic invoices instead
of paper invoices was promoted, so that by the end of 2021, 100% of
enterprises in the province applied electronic invoices.
The total state budget revenue in 2021 was estimated at 32,797.6 billion
VND, a decline of 3.8% over the same period in 2020. Of which, the state
budget balancing revenues were 20,728.9 billion VND, an upturn of 8.1%; the
domestic revenues reached 13,059 billion VND, a rise of 9.1%; the customs
