revenues reached 1,299.3 billion VND, an expansion of 58%; the lottery
revenues reached 100.7 billion VND, a spread of 3.7% compared to that in 2020.
The total state budget expenditure in 2021 was estimated at 35,164
billion VND, a decrease of 17.9% compared to that in 2020 (the local budget
revenues reaches 26,226.7 billion VND, accounting for 74.6%; the central
budget expenditures reached 8,937.3 billion VND, accounting for 25.4%). Of
which, the state budget balancing expenditures reached 23,049.4 billion VND,
a fall of 17.7%; the recurrent expenditures alone reached 11,391.1 billion
VND, a rise of 1%, the development investment expenditures reached 10,096.3
billion VND, a decrease of 3.7%.
3. Insurance
In 2021, there were 141,893 persons participating in social insurance, an
increase of 7% compared to that 2020; 1,424,896 persons engaged in health
insurance, a downturn of 0.7% and 110,125 people joined unemployment
insurance, a build-up of 5.8%.
The total insurance revenue in 2021 reached 3,234 billion VND, an increase
of 2.4% compared to that in 2020, of which: the social insurance revenue attained
1,791 billion VND, accounting for 55.4% of the total insurance revenue, a rise of
6.2%; the health insurance achieved 1,331 billion VND, accounting for 41.2%, a
drop of 1.6%; the unemployment insurance was 112 billion VND, accounting for
3.4%, a fall of 6.7%.
The total insurance expenditure in 2021 reached 3,390 billion VND, a
decrease of 4.4% compared to that in 2020, of which: the social insurance
expenditure reached 2,289 billion VND, accounting for 67.5% of the total
insurance expenditure, a rise of 5.3%; the health insurance made 727 billion VND,
accounting for 21.5%, a decrease of 41.8%; the unemployment insurance attained
374 billion VND, accounting for 11%, an expansion of 204.1%.
The number of one-time unemployment insurance beneficiaries, apprentices
or job seekers in 2021 was 101,967 persons, a sudden increase compared to that in
2020 (the corresponding figure in 2020 was 2,339 persons); the reason for this
surge was the implementation of Resolution 116/NQ-CP dated 24 September,
2021 on supporting workers and employers affected by the Covid-19 pandemic
from the unemployment insurance fund. In 2021, Binh Dinh Social Insurance
made payment for 99,720 persons.
