owned sector’s development investment reached 14,434 billion VND,
accounting for 34.1% of the total development investment and decreasing by
0.9% compared to that in 2020; the non-state sector’s development investment
attained 25,965 billion VND, accounting for 61.3% of the total development
investment and increasing by 19.6%; the FDI sector’s development investment
achieved 1,967 billion VND, accounting for 4.6% of the total development
investment and falling by 7%.
4. Price index

In 2021, Binh Dinh province continued to strive in order to achieve the
target of macro-economic stabilization, inflation curb; inspection enhancement,
market control, timely inspection, strict punishment for trade and transport of
smuggled goods, counterfeit goods, poor quality goods, commercial frauds,
violations of the law on prices; investment attraction, stimulation of production
and business. In general, the average consumer price index of goods and
service in 2021 changed in the positive direction with an increase of less than
4% which reassured the target of inflation control set by the province. The
results were achieved by close directions, drastical administratives of the
Provincial Party Committee and the Provincial People's Committee. The
consumer price index (CPI) under control had positive influences to
investment, production and business, which contributed to the maintainance of
the economic growth’s achievements, ensured the social security in the context
of negative impacts of the Covid-19 pandemic.

The consumer price index (CPI) in December decreased by 0.22%
compared to that in the previous month; the average CPI in 2021 increased by
3.13% over that in the same period of last year. The average CPI in 2021
soared by 3.37% against that in 2020.

The gold price index in December 2021 rose by 2.41% compared to that
in the same period of 2020; the average gold price index in 2021 edged up
8.11% compared to that in 2020. The US dollar price index in December 2021
fell by 1.02% over that in the same period of 2020; The average US dollar
price index in 2021 dropped 1.19% against that in 2020.
5. Operation of enterprises

In 2021, the number of newly established enterprises were estimated at
1,000 enterprises with a total registered capital of about 12,500 billion VND,
fell by 7.7% in the number of registered enterprises and rose by 10.6% in
